Jack Dale, Chief Executive Officer – Jack has 37 years of domestic and international experience in the bankcard industry in card and merchant program management; marketing and product development for credit, debit, co-branded, smart card, and prepaid debit/gift card products; ATM network development and marketing; and sales management. He has held management positions at Bank of America and Visa U.S.A. Inc.
Frances M. Dale, President – Fran has 34 years of experience in the bankcard industry in card and merchant program management; marketing and product development for credit, debit, cash rebate, affinity, co-branded, and co-branded lookalike cards; account activation and retention; and sales management. She has held management positions with First American Bank (now Wachovia), Visa U.S.A. Inc., and First and Merchants National Bank (now Bank of America).

Jack has over 37 years of domestic and international experience in the bankcard industry in card and merchant program management; marketing and product development for credit, debit, co-branded, and chip card products; ATM network development and marketing; and sales management.
Jack joined Bank of America in 1967 and held operational and marketing assignments on both the issuing and acquiring sides of the bankcard business. Jack spent four years in Latin America as Bank of America's Bank Card Sales Manager, developing merchant and cardholder programs. From 1978 to 1982, he was responsible for Bank of America's international card marketing program, which consisted of card issuing and merchant acquiring activities of card centers in Germany, Hong Kong, Malaysia, Panama, Singapore, Taiwan, and the Virgin Islands.
In 1982, Jack joined Visa U.S.A. During his 17 years at Visa, he held a variety of positions, including Administrator of Visa U.S. and International Operating Regulations; Classic Visa Product Manager; Visa ATM Network Marketing Manager; and Vice President and Regional Manager of Member Relations. As Regional Manager of Member Relations, Jack was responsible for the marketing of all Visa products and services in the Midwestern Region, including co-branded credit cards and Visa Check cards. He developed the first formal Member Relations training program.
Jack was a member of the core project team that was responsible for the U. S. launch of the Visa Cash stored value chip product during the Atlanta Olympic Games. In addition to coordinating the development of marketing and advertising associated with the Atlanta launch, Jack served as Visa's Project Manager for Wachovia, one of the three banks involved in the project. Jack ran the Visa Cash command center during the Games and was Visa's point of contact with MARTA, Atlanta's rapid transit authority.
As Vice President in charge of Visa U.S. Chip Project Management, he coordinated several U.S. chip projects, including BancOne's employee pilot and the development of the Visa Cash launch in Celebration, Florida. Jack was also responsible for the training and certification of Visa chip system integrators in the United States.
Jack was responsible for supervising Visa's advertising, marketing, and product support of Member banks in their response to the General Services Administration commercial products Request for Proposal for the government's "Smart Pay Program." As a result of this effort, Visa-branded products represented 75 percent of the federal government's procurement and travel cards.
Jack attended California State University at Los Angeles and is a graduate of the ABA School of Bankcard Management. He is also one of the original faculty members of the Visa Bankcard Management School.

Fran has 34 years of experience in the bank card industry in card program management; marketing and product development for credit, debit, cash rebate, affinity, co-branded, and co-branded lookalike cards; account activation and retention; sales management; and merchant programs.
She joined First and Merchants National Bank (now Bank of America) in 1970 and was promoted in 1975 to Vice President and Merchant/Agent Bank Department Head. When she left the bank in 1978 to join Visa U.S.A. Inc., the Merchant program was nationwide and the Agent Bank program was one of the largest in the U.S.
Fran joined Visa as Manager, Membership Development and held positions as Head of Sales for the Gold Card for the U.S. and Canada and Vice President and Head of Member Relations for the East Coast office of Visa. During her 10 years at Visa, she worked with Members to develop and expand their programs; was involved with the development of the Travelers Cheque program, Gold Card program, Custom Mark Program, Visa Reservation Service, and the Emergency Services network in the U.S. and Canada; made numerous speeches at industry conferences and seminars; and performed operational audits at Member Bank Card Centers.
She joined First American Bank (nowWachovia) in 1988 in a newly created Business Development position for the card and merchant business at the Bank Card Center. In 1989, she introduced a cash rebate card that was offered nationwide. When she left the bank in 1992, she was Group Vice President and Cardholder Manager and was responsible for the Business Development, Product Development, Marketing, Customer Service, Chargeback, Data Entry, Security, and Compliance Departments.
Fran has a degree from Ferrum College and is a graduate of the Virginia Bankers School of Bank Management at the University of Virginia. In 1974, she was named as one of the Outstanding Young Women of America. In 1992, she was on the faculty of the ABA Graduate School of Bank Card Management. Fran is also one of the original faculty members of the Visa Bankcard Management School. She was named to Who’s Who Worldwide in 1995.
